They demanded prosecutions. a Prosecution requires evidence so they were demanding something without knowing if there was any evidence.

Sounds pretty much like a prosecution demand, regardless of circumstances. The demand states there are guilty people there who should be prosecuted.
Nowhere do they demand that evidence is gathered to determine if a prosecution is warranted. Just to go out and prosecute anyone with money in a tax haven.
